Try reseating the cable and/or swap ends (reverse the cable ends) - I have had "issues" with one or two HDMI cables where one end didn't quite mate properly with the Pi. Others have had problems with cases that didn't allow the HDMI cable to be fully inserted. (in another situation I had to pull the HDMI cable out about 1/4 mm from the Pi) Adding the HDMI/DVI converter gives another point of potential failure - you may have to wiggle every connection to see where the problem is... :D

Then try config_hdmi_boost=n where n=6..11 (The default is 5 for a Pi 3). What is the default (preferred) resolution of that monitor?

Have you worked your way through the "STICKY's" in the troubleshooting forum? Much quicker to go through that than back and forth with Q&A :D
