SD card made read-only due to Pi 3

This is not my only problem about the Micro SD card bundled with my RPi. After I'd booted up NOOBS a few times, the card was write-protected. The card had 4 partitions (from Disk Management) and 2 needed formatting. Is there any way I can fix this without Linux?

Well, I am not sure if this would work, but when I need to format a Micro SD Card, I would use diskpart. When I use it, I always find it easy enough for what I am doing. Haven't used diskpart in sometime, but I believe you can format specific partitions.

You need to understand Noobs partioning and the OS on your machine would need to be able to understand EXT Format:

It may be easier to just install, using Etcher, one OS on the SD Card !
Rather than negativity think outside the box !
RPi 4B 4GB (SSD Boot)..
Asus ChromeBox 3 Celeron is my other computer...

and note if you use Etcher there is no need to format the card first or even unzip the image.
