Terminal stuck at 0% while "connecting"

Hey there,

So here's my problem : I want to turn my rpi 3 into a tablet to use as a file manager and media center when on the go. Received the official touche display a week ago, connected it to my board and started trying out different linux distributions to see which fitted my needs the most. Everything worked fine up to this point and I settled on Raspbian. So I entirely wiped my card and made a fresh raspbian install using the latest release of NOOBS (2.4.5).

That's where the issue declared itself. Once the installation completed and the raspbian desktop booted, I opened the terminal and ran an "apt-get update", the process started only to get stucked a few seconds later at "0% [connecting to archive.raspberrypi.org (2a00:1098:0:82:1000:13:0:6)]" which stays that way no matter how long I let the process run.

I looked around a bit for solutions, I tried modifying my "sources.list" file to use mirrors closer to my location, running an apt-get check and apt-get clean, all with no result. I never had this problem, in any distribution in the past (including raspbian that I've been using for some time now). It also seems that other commands such as "wget" end up with the same result.

Any Idea where this could come from? I already tried re-doing a fresh install of raspbian but the problem is still there.

Having the same issue on a new out-of-the-box Pi as of last night.

Using latest Raspbian Stretch Lite.

Wifi is working fine, can ping other servers no problem.

Changed sources.list, no help. Changed DNS in etc/network/interfaces, no help.

Is the problem server-side?
