I am *NOT* an expert, but I shall try to help.

Oh - Sorry, but what you say is confusing. A screen grab would help - well maybe not.

*IF* I am understanding you correctly, here are some point to try:
I am hoping you are using HDMI monitor.

1 - Press (and hold) the ALT key.
2 - Click (and hold) anywhere on the "window".
3 - move window down and to the left. That is to expose the top right corner of the window.

Keep going as needed until you get to the top right corner. Look for those buttons.

I am suspicious you are running a bigger "desktop" than your monitor screen size, and so don't get to see the buttons.

Another question:
*WHAT* windows are you opening? That is actually quite important. Maybe they don't have these buttons.

Obviously you are able to use the PI, so maybe some screen shots would be helpful.
Get this condition "on screen" and press the PRINT SCREEN button.
Open the FILE MANAGER and look in your PICTURES drawer. I think there will be a file there SCROT(something)
That is the screen grab.

Attach it to your next post and maybe someone (or me) can better help.

Thanks a lot for helping. I have tried the method you mentioned above but it did not work. Windows I open is anything I open on Raspberry Pi, all close /maximise /minimize buttons missing. Some screen shots are attached below. Thank you very much.

Looks like there is no window manager running.

Sorry I am not going to really help, but did you say this was a new build from a noobs image kind of thing?

Reading that there is no window manager, and LXDE is the default, it would seem there is a problem there - maybe.

I would seriously suggest looking up how to do a proper refresh with the apt-get command/s.

sudo apt-get update
sudo apt-get upgrade
sudo apt-get raspi-update - or what ever that magic command is.

It sounds like there are some systemic parts missing and therefore causing you grief.

It may seem annoying, but I think if you do it and it works, you will look back and wonder why you didn't do it sooner.
