why we use only min. 8gb micro sd card for os boot?
can we use 64gb micro sd card?
what is difference between 8gb and 64gb micro sd card for os boot in raspbeery pi 3?

You can use whatever size you want, as long as it is big enough.

Correct formatting is only required for NOOBS. When writing images using etcher/dd/other options the formatting is ignored and overwritten.

Why 8GB minimum? Because a full Raspbian install takes about 4.3GB, so a 4GB card is too small. If you put on a Raspbian Lite image, you can use a 2GB card. Personally, if I need more than 16GB, I use an external SSD or HDD instead of an SD card. YMMV.
