Is it possible to code your own desktop environment to make it look better than the default?

Yes, the Raspbian Desktop Environment is actually a modified LXDE dektop, so it already being done.

There are various options to change settings - the ones for LXDE should also work on RDE.

So there are set options to change as opposed to actually being able to edit a file to alter the environment?

I think he meant that you can change behaviour either by using the inbuilt "preference" gui tools or you can modify the config files directly. A lot of configuration can probably only happen by editing the files directly.
You can replace LXDE completely if you want or just change the windowmanager from Openbox to something else. Openbox having its own configuration files of course.
