Currently i do not want Bluetooth services to start at the startup. I assume [ 13.577007] Bluetooth: BNEP socket layer initialized service is taking long time to start and raspberry pi is displaying blank screen during this transaction. I tried rcconf - Debian Runlevel configuration tool to remove Bluetooth service from startup unsuccessfully.
Any thoughts

Tweaking 
Try some tweaks from my signature, very basic ones.
I started test noop I/O scheduler on my RPi 3, as soon as I see difference with default, I will include it on my list.
