Raspbian Image changes

I have a few general questions about the Raspbian distributions.

1. Some little time ago I read something about a change in the boot partition to FAT32, and and use of PARTUUID, but can't seem to find any mention. I thought is was on raspberrypi.org/blog, but have searched without success.

2. I last download a full Raspbian image when Jessie was introduced, and have continued to update, although I did change boot to FAT32. I decided to download a clean Raspbian Lite image (which I have updated to latest), but noticed a number of significant changes; smaller boot partition, fewer files in /boot and in overlays e.g. spi-bcm2708-overlay.dtb. I had expected changes in the root, but not the boot partition.
