What did you install? What did you do before you got there?
There are 10 types of people: those who understand binary and those who don't.

It's startx not Startx.

If you have installed Raspbian Jessie Lite image then that does not have GUI installed so startx will not work.
If so you need to install Raspbian Jessie Pixel instead.
Unless specified otherwise my response is based on the latest and fully updated RPiOS Buster w/ Desktop OS.

In computing, as in life, what you should do depends a lot on where you want to be. Once you define your goals, the path to those goals usually becomes clear.

So, what is the goal here? What do you want to do with the Pi?

When you have that prompt, Raspbian is working. What you have there is a "shell prompt". However, it appears that you want the graphical desktop (aka GUI). Others have answered with the likely reasons why that isn't happening.
