Can I run Gparted live usb on a retropie.

So I have a 128gb micro sd for my retropie now and I was trying to resize my partition to absorb 89 gigs of unallocated space, yet it wont let since its mounted while on so can I run Gparted Live on my raspberry pi 3, I have noobs installed on my micro sd card as well.

No. GParted Live is only for x86 based processors, while the Pi runs ARM code.

You could image another SD card with Raspbian and install the ARM version of GParted on that, then use it to adjust your main SD card. Or you can run GParted Live on your Windows or Mac x86 PC and do it from there.

Easiest way is an 8GB SDCard and a USB SDCard reader. Build a copy of plain Raspbian 2017-03-02 on the new card and boot your Raspberry from that. Stick your 128GB card in the USB reader and insert that in a USB socket. Run gparted until the cows come home, shutdown, power off swap cards and grab a beer to celebrate a job well done.

another possible solution could be to boot a laptop with gparted live cd and then use it to manipulate the sd card of the retropie with either a built-in sd-card reader on the laptop or one of those cheap sdcard-to-usb drives. that is, take the card out and use gparted on it with a laptop or other x86 computer. EDIT: I now see that this was already proposed in the secod post. nevertheless, this is quite an easy way to go.

Well actually this 128 gb micro sd was copied from the 32 gb micro sd that came with my cana kit. Could I just get a micro usb reader, put my old 32 gb card and then put my 128 gn into the usb reader and gpart it that way, or will I get a conflict?
