RPi 3 and MPEG-2 + VC-1 license question

Hi! I have few questions about licenses of those codecs.

1) When I buy both MPEG-2 and VC-1 license keys with my RPi 3 serial, can it be used over and over again? Like when I reinstall OS, or use different OS?

2) Why MPEG-2 license key is still £2.40, I thought it was supposed to be lower in some point? Or does they include extra fees for service?

yes it is tied to the serial number of the RPi
so you can use it on that RPi until it dies

With the latest bootcode.bin it's a one-shot process to activate the codecs. Once activated they set a OTP (one-time programmable) bit and that's then used in future to confirm that RPi is allowed to run the codec.
