Raspbian PIXEL rainbow splash page stuck

Hello, i'm a noob. I have been successful in installing Raspbian PIXEL by way of NOOBS v.2.1.0 onto a Raspberry Pi Model B and was able to use some of the programs. I turned the Raspberry Pi off by typing 'sudo halt' into the command line so I know I didn't turn it off improperly. However when I turned it on again it was stuck on the rainbow screen. No big deal, I just formatted the SD card and copied the Raspbian image back on to the sd card. However the same thing happened again, I was able to use the programs but when I shut down and then tried to log back in, the rainbow screen was stuck. I combed through the forum and it suggested that I configure the file 'config.txt' but I don't think that's on my version of NOOBS? Any help to how to get rid of the rainbow screen without having to format my sd card and do the whole dance over and over, would be greatly appreciated. Thank you!

I do not see anything in your post that you are doing something wrong.
I have two suggestions, the first is to look at the "active" led (green) after entering the halt command. The led will flash a number of times (8 I think) before going off, from that moment you can safely remover the power.
The second suggestion is to try another memory card, you may have a bad card causing the reboot problem.

Many cheap cards found on Ebay etc are small cards which have been hacked to report their size much larger than they really are.
Unless specified otherwise my response is based on the latest and fully updated RPiOS Buster w/ Desktop OS.
