Not a leaky pipe, the wires terminate inside a wiring panel and the only spot there is water is in the bottom few inches, even with the door closed. I did take 2 wires outside the panel and within a couple of minutes there were drops under their new positions.
The wires are dry for as far as they are outside the wall, but that is just the last few feet. It must just be traveling in from the reed switch and then through the wire all the way, I did check the two windows those lines connect to and there is condensation on them, but there isn't really any way for me to confirm that they are getting filled from those spots. Once it warms up a bit (we are well below freezing) hopefully it will stop leaking and then I'll throw some glue to hopefully seal the end and see if I can caulk where the wires come out of the windowsill.

Things to discount:
A puddle in the loft from a broken pipe (you would have noticed that one)
Condensation inside the cable where it runs outside or through a cold spot, too much water.
Most likely that I can think of is a window sensor at the bottom of a window that has condensation running down it.
