Pi 3 Initiasl setup without HDMI

There's actually a bunch of threads on how to start a new Raspberry Pi 3 over a LAN without using a monitor connected to its HDMI port. But I've waded through the all and gotten nowhere. I've downloaded 2016-11-25-raspbian-jessie.img onto an SD card and popped it into the Pi. I connected it to my LAN using the hardwire Ethernet port and powered up.

Using the Fing network tool on my phone, I can easily find the Pi's IP address. But when I try to SSH to it, it goes "connection refused". A port scan of the Pi shows no running services.

A lot of the guides on how to do this start off with "use ssh to connect to the Pi", but obviously that doesn't work. I *do* have a USB keyboard attached, so if there's some way to start SSH that way, that would be cool. I just don't know what prompts Raspbian offers up on initial boot. I'm not asking how to run it headless, I'm trying to set it up for the very first time without a local monitor. Any help would be greatly appreciated.

SSH can be enabled by dropping a file named 'ssh' onto the boot partition of the SD card.
