Rpi3 weird issue?

Hello all!! I am having a strange issue. I have a fresh noobs 2.0 card and a 2a power supply for starters. Now on to the issue.
The pi will boot with the card but there is no green act led. also there is a low power warning on the screen and no power to the usb ports. also the wifi is not found. Any ideas? Im stumped!! Also I measured input voltage and it is 4.99v

I think i found the issue there is a resistor next to the x1 crystal r31 is the label on it is missing fell off. can anyone measure the resistance of there's so i can get a replacement for it. there is no full diagram of the pi 3 so i cant find the value with out another pi3.

I am having the same problem with my wifi, but nothing else is wrong. I can boot, but I get nothing from lsusb for the wireless. I'm using PIXEL

Yea I found a missing resistor on the bottom of the board popped off r31. It was populated due to the way the pads were. I'm trying to find the resistance of it to replace it. If anyone can measure theirs that way I can repair it with a new one.

So you're saying you have the same problem, but it's not the same problem... You should have started a new topic for this.
You should also have given more information: model Pi, OS, wifi adapter make / model, power supply, etc.

If it's a Pi3B with just the internal wifi adapter: that's not using USB so it will not show up with lsusb.
If you're using an external wifi adapter the most likely cause is insufficient power. Check the log (dmesg) for any relevant messages.

In order to measure the resistance properly I would have to remove the resistor from the circuit and I'm not prepared to risk one of my Pi 3Bs for that.

I understand. Hopefully one of the designers will pop in and read it off of the design's. From what I seen in the rpi2 drawing it is a 10k and is part of the power system
