Bluetooth and websites

I'm not sure if this has been asked but ...

I have a raspberry pi 3 that has integrated bluetooth which I want to use for my project.
In short, I control my project through the Pi's website.

How do I manage to tell the phone/pc that connects via bluetooth to open that website.

As far as I see, there are no official tutorials on using Pi3's Bluetooth feature using a programming language (e.g. python).
It would be nice to have official tutorials for communicating Pi with a PC and an android phone using Python.
