Zero - over_voltage no effect

Hi all,

over_voltage has no effect on RPi Zero. Can anyone confirm this?

Notes:
- Zero 1.3
- 4.4.21+
- Performance CPU gov.
- Get core voltage with: vcgencmd measure_volts
- Default core voltage =1.3500V

over_voltage=6
volt=1.3500V

current_limit_override=1
over_voltage=8 | warranty bit now set
volt=1.3500V

current_limit_override=1
over_voltage=8
force_turbo=1
volt=1.2000V

So 2 issues:
- force_turbo results in incorrect vcore for upper cpu clock: https://github.com/raspberrypi/firmware/issues/667
- over_voltage has no effect on RPi Zero: https://github.com/raspberrypi/firmware/issues/668
