Blu-ray on RPi 3

Is there a way to play Blu-ray ISO-s on the RPi? I have tried VLC but there is no image only sound.

It depends...does the BluRay disc have DRM on it?

Blu-Ray has multiple DRM systems which are independent.
I sincerly doubt that the Pi can defeat them all "on-line".
So far i know no open-source software package/key collection
has broken them to 100 % (unlike DeCSS) either.

Kodi should be able to playback ISO images of Blu-Ray disks
without DRM.

I can't seem to find an option in kodi to play any ISO

Have you tried adding the appropriate directories to your video library? That seems to be more accepting than trying to play individual files, but then again I'm using raw DVD rips instead of ISOs.
