GPIO Input Voltage Limit

Can I connect a sensor to GPIO of Raspberry Pi 3 whose output is 5v for logic level 1.?

With a voltage divider, yes

Signal pins are limited to 3.3v. There are pins that connect to the 5v main power, but not the SoC.
