Flash it with WIN10?

Can you flash it with windows 10?
Or boot form a SD CARD?

The current Compute Module uses an ARMv6 CPU, Windows 10 IoT Core requires a ARMv7 or ARMv8 CPU

Depending on what you mean by "Win10", the answer is "no". Actually, at present, no matter what you mean by "Win10" the answer is "no" . In theory, the CM3 ought to be able to run "Win10 IoT", but we won't actually know until someone tries it. Regardless, Win10 IoT is not what most people mean by "Win10". It's not a conventional desktop system.
