Interesting... If you hadn't said that it doesn't happen at 1920x1080, I'd have immediately assumed it was an issue with your GTK theme. It looks EXACTLY (the Epiphany window anyway) like what I had when I tried to switch the theme to anything that came pre-installed with Raspbian other than Pix. The only theme other than Pix that I've used that doesn't break Epiphany is the Windows 10 theme featured in another one of my posts, and using that theme made the Bookmarks panel in Midori turn black, a lot like the file manager in your screenshot, only the text on the Midori Bookmarks panel didn't turn white.
Also your lxpanel (dock, taskbar, thingy at the top of the screen) looks like it has defaulted to the Fallback theme, which usually only happens when you delete a theme while you're still using it.
