Adapter pl2303, modem Huawei problem with connection

Hello. sorry for my english but i learn it very long time ago:)
I have one problem and don't know how to resolve it.
Raspberry pi B, raspbian jessie light, adapter pl2303 ds9097e and modem huawei E169

Problem is that- when I power off from ac adapter and power on again the usb adapter and modem gets diferent dev/ttyUSB0 or dev/ttyUSB1 and then not working sms and temperature using ds9097e.
How Can I resolve the problem
