Screen capture with VLC?

Following all the tutorials precisely, it's very easy to do but when I clickk start to do a desktop capture in mp4 format, I get no response on VLC. No record indicator or "streaming" (streaming is in the title bar) and no movement on the timer.

What's the word on this? Is there an issue doing this? Using a PI3 -- thanks kindly

Don't think VLC is going to do it. Is there a package I can get other than Scrot -- want to do a streaming thing other than a single shot -- maybe impossible?

No idea if any of these works on the Pi.
