CPU causing static on audio

I've seen several posts that mention audio static, but haven't seen any linking the static to the CPU function. This is definitely what is going on with my Pi3. If I watch the System Monitor, anytime I hear the static, then one of the CPUs is going over 50%. I don't know what causes this, but I'd love to have it explained. I thought it might be a grounding issue, but it doesn't seem to matter whether I use speakers or headphones. I tried a few of each, and if it was a grounding issue things should have changed a little between each of the output devices, but it doesn't seem to. I don't use HDMI audio, so I can't say if it does the same thing.

Even if no one has a solution for this, I'd still like to understand what is happening.
