Cannot save config.txt file

So I noticed that i was overclocking by 100MHz
Went to File manager/boot/config.txt and changed to 700MHz but i would not save
Just said "Can't Open file to write" Is this normal?

I ended up sudo reboot then hit shift during startup and (e) then changed it manually from there. But in the future i want to know if I can change it without having to reboot.

You need to be root to update that file. Open an LXTerminal window and use sudo nano /boot/config.txt to edit it.
Note: Any requirement to use a crystal ball or mind reading will result in me ignoring your question.

sudo nano /boot/config.txt
To save 'Ctrl' key and 'x' at same time, then 'y', then 'enter'. then reboot to enable changes (you can also edit txt file with a txt editor).
