RPi3 Onboard Wifi Localisation

a new topic due to the 'noise' and inaccurate info on the WiFi problems topic thread.

OK, I'm still fighting the Onboard WiFi issue with RPi3.
I'm now on the latest jessie image 2016-03-18
and it has been updated and upgraded after installation - this morning.

Raspi-config still unable to set wifi localisation.
Onboard WiFi device won't see channels 12 and 13
a wifi dongle installed on a USB socket is quite happy to see 12 and 13 without issue.

My conclusion, albiet from limited knowledge, is that there is still a problem with the Raspi-Config utility and a hardware or driver issue with the onboard WiFi.
would someone 'RPi foundation' hardware based care to comment ?.
