It is Analogue COMPOSITE output and limited to PAL or NTSC 4:3 https://en.wikipedia.org/wiki/Composite_video

...in config.txt will do it. Bear in mind that the same resolution will still be used as for 4:3, so anything you display that isn't destined to be displayed at SD resolution in 16:9 will be stretched horizontally. That's just the way it is with all analogue composite I'm afraid.
