Torrent speed oscilating?

I'm using rpi2 and raspbian v1.8.0... I have problem with my torrent download speed. I tryed transmission-daemon and deluge, wireless or wired connection, saving to external hard, saving to SD card, same thing. Speed jump to 1,9MB/s and then slow down to 40 kb/s, then to 0.... To download 200MB it took about 20min!
Any ideas where is the problem?

Is it wired or wireless?

If wired is it running half or full duplex? 10Mbps or 100Mpbs?
If wireless is it running 802.11b or 802.11g?

What else is overloading your network router/switch and/or wireless access point?

Now is wired, but with wireless is the same thing...

It is runing at full duplex, 100Mb/s

On ruter is connected only rpi and my laptop...

I think that my technicolor tc7200 ruter is a piece of shit.... (I forgot to say that RPI saving to external hard drive connected to router)
