The NOOBS installer has its own, built-in editor for
config.txt etc.**:

(Accessed from "recovery mode" - hold/toggle a Shift key during boot)
Trev.
** Windows doesn't understand the part of the uSDHC (ie. the partition format of) card where
config.txt lives (and, if you choose to install more than one O.S. there's a
config.txt for each O.S. installed)
Still running Raspbian Jessie or Stretch on some older Pi's (an A, B1, 2xB2, B+, P2B, 3xP0, P0W, 2xP3A+, P3B+, P3B, B+, and a A+) but Buster on the P4B's. See: https://www.cpmspectrepi.uk/raspberry_pi/raspiidx.htm
