can't boot again

The first time i startet my Raspberry PI with Raspbian Wheezy and a 4 GB SD-Card everything went well and the system worked. But it had a problem that I could not solve when I tried to install a new programm so I had to unplug it (system frozen).
The next time I started it, it did not boot again. I tried to reinstall the .img on the SD-Card various times but that did not improve the situation.
As a Windows user I used Win32DiskMgr for loading the .img file.
The red light is on and the green one too but just very slightly.

Does anyone have the same problem? How can I solve it? Is it a hardware or a software issue?

I would think this is a problem with the SD, but since you were able to boot once, I will assume that is not the problem. Have you checked your power supply? One of the more common causes I've seen in the forum for not booting is a poor power supply. First, make sure that your power supply can handle enough current; make sure it is rated for something around 1A. Something like 850mA should also work, but 350mA would not. I'm not sure how proficient you are with circuitry, but if you have a multimeter (voltmeter really), you should test the voltage across TP1 and TP2. The voltage should be no less than 4.75V, but many power supplies will be lower.

But it worked the first time. Why shouldn't it work again?

My power supply has 850 mA. I am not able to tell you the voltage because I do not have a low-voltage Multimeter.

Well it's just guessing from a long ways away but there are several possibilities. The first being that the power supply borderline has enough current capability to where it will work once in a while. The second would be that maybe your reflash of the image didn't go well. Number three would be that the flash card is defective.

All of these, except if it's supplying 850mA, it should be fine. One other possibility is that the PSU is supplying a borderline voltage (like 4V5 or 4V6) that worked the first time by chance, but not again. See if you can borrow a multimeter or another power supply!

I thought I read somewhere that there were some problems with some cell phone power adapters that had what should be a good rating but for whatever reason would not work. I didn't dig into it since my drawer full of cell phone chargers have all worked fine.

Which 4GB SD card are you using? Have you checked the wiki to see if it's a known good or bad one?
