I have a Seagate USB expansion drive. Can I connect it to a Pi B and install Ubuntu 14 and expect it to boot into Ubuntu?

yes, but you will still need an sdcard.
if you want ubuntu / partition to live on the HDD you will still need to keep the /boot partition on sdcard.

Thanks. How would I get Ubuntu on the SD card as bootable?

Ubuntu is only compatable with a RPi 2 B ARMv7 model:

Rather than negativity think outside the box !
RPi 4B 4GB (SSD Boot)..
Asus ChromeBox 3 Celeron is my other computer...
