USB port power

Is it possible to open the USB ports to allow devices to be powered while the raspberry pi is not turned on?

The OS can be halted and the board left powered. If you short the RUN header it will restart. That means the system's USB is inactive but leaves it powered.
Note: Any requirement to use a crystal ball or mind reading will result in me ignoring your question.

Although the OS can be halted, the RPi itself will still be consuming some power in addition to that going to any USB devices.
