Setting up Pi as wireless access point without using etherne

I have a raspberry pi B+ running Raspbian. I am looking to setup my pi as a wireless access point BUT I am wondering if it is possible to do this without having the internet coming through the ethernet port and instead have it come through the wifi dongle. The issue here is that I have no control over my access point and no ethernet ports so I must connect to the internet wirelessly. Also, would this setup allow me to portforward on the pi???

I expect it is possible to do that on a RPi plus Wi-Fi dongle but you can certainly do it for less than £10 plus USB PSU if you look on ebay for '3G pocket router'. (You won't use the capability to connect to the internet by plugging in a 3G dongle.)

Regarding port forwarding. Why exactly might you need that? Port forwarding is typically used to direct incoming traffic from the internet to a specific device on the LAN. But can such traffic reach your AP (either RPi or pocket router) through the AP over which you have no control?
