Wired Ethernet not connecting

I have read and searched the boards, but i still cannot troubleshoot my ethernet connection. It indicates it is connected, but will not ping anything. I have tried to change cables and use a static ip, but no connection.

I've attached a couple of screenshots using the default RasPi interfaces setting in the Network folder and the other inputting the static settings manually.

Have you assigned static proxy in /etc/network/interfaces..??
Do you have a Proxy server for your network?
