USB HDD spin up after seconds

Hello,
I can spin down my External USB HDD with "sudo hdparm -y /dev/sda1", but after seconds it spin up again.
How can i find out why ist spin up all the time?
I allready stop kodi and also try to disable SMART (http://forum.osmc.tv/showthread.php?tid=13486) but didn't help.

On the raspian i have installed: kodi, seafile, tvheadend, retropie.
my external usb hdd is formated with exfat (for easy copy movies and photo from windows laptop) and mounted on boot.

I can see a mount.exfat in iotop before it spin up, but i think this is only the second step the "spin up command" not the initializing application

Reformat the drive as ext4 and it should work better. It'll be faster and it will spin down when not in use.
