Not without knowing
1. Where in the world you are located
2. Some basics of what you require
3. How much you'd be willing to pay
4. How long you expect your project to take
5. Who owns the code when it's written (as that affects point 3)

As a rule of thumb, I've found that people asking for custom software/hardware work on forums do not realize how much it costs to get such work done by consultants.

Of course...one could always reply: $150 per hour, 100 hours minimum, plus travel and expenses. Time on site billed portal-to-portal. Now what did you want done?

Hmm, you're about 5,200 miles away from me, so I'd imagine it would be a tricky working relationship.....

Not really tricky, just expensive. (Assuming I have the skills needed for your project....which is not a given.)

I trust that you realize that finding an independent contractor for a project actually starts with negotiation.

Maybe a bit OT - but I'm really a bit shocked seeing so many cons on a remote project. Hey folks, hundreds of thousands (millions?) of IT/tech specialists are working remotely (and yes, for years I've been one of these), and would simply like to confirm this is possible, and in fact - not so disturbing and expensive (in terms of 'remote-ness' overhead) :D
To be clear - I'm not starting for this project ;)

You may find you can keep your costs to a minimum. There's a lot of helpful folks here - why not state what needs done here in public?
We still don't know where you are in the world, but that may not matter......

I am based in Peterborough.
I require the following, in simple terms: A Pi which reads a NFC chip and displays a video on a monitor from the relevant URL that the nfc tag holds. I presume the set up would be a Pi connected to an Arduino with the following shields attached; WiFi, NFC, LCD monitor. And I require it to be wireless. Basically a handheld display. :)

All very do-able. You probably don't need the arduino. There are plenty of small TFT screen shields available, but you mention 'monitor' and 'LCD' - are they the same item, is this where the video is to be played?

Yes, monitor/LCD screen same thing. Indeed, this is where the video is to be played to.

The display (TFT) type and size used will be determined by the resolution you are expecting to run the video's at. The other thing to think about is how many video choices are there, and how you are going to store them - locally on the pi, or is that what the wifi aspect is for?

Yup, that's what the WiFi shield is for: to access the tags' url.
I was thinking about storing on a SD card, however this would limit evolution.
The resolution clearly needs to be good quality, and I know that's not an issue as high res screens are available.
