But humidity there is
~100%,which means cooling apparatus based on the evaporation of water into an already saturated atmosphere will not work well.
Humid air that is blown across pipes that have been chilled internally by the expansion of gases has the effect of both cooling and making the air less humid (while building up frozen condensation on the external surface of the internally chilled pipe)
So, "air conditioning" would probably work well, but "bog coolers" might not work as well.
I think the best way to do it would be to get some imps. Approximately 4" in height. Create a hybrid air / oxygen propulsion system that can launch them high into the stratoshpere with thermos flasks 2/3 filled with water with the lids off.
At perihelion, the water in the thermos should be frozen, place the lid on the flask and allow them to fall back to earth carrying their frozen water cargo (perhaps provide parachutes for the final 100 meters or so)
The frozen water, when placed in front of a fan blowing hot ambient air should sufficiently cool the air enough to prove an increased sense of comfort to those who are perspiring in the heat.
