There is no 'european' Pi.
For composite video you can choose between PAL or NTSC in the software, see the sticky posts how to do that in Noobs.
Since the Pi comes without power adapter you can choose one with a local plug. And since most adapters are nowadays automatically adapting to 100-240V, a simple extra plug converter may make that adapter suitable for all over the world too.
Looks like you have a n adapter with problems to properly power you Pi. Try another at least specified for 5V 1A, and 2A is even better.
