New 'RPi powering' section

Being everything related to the powering of the RPi such a controversial and complex subject, taking into account polifuses, powered hubs, PSU's, devices et al, my suggestion is to create a new section in the forum specialized in that subject. Furthermore, it could be a sub-section of a 'Hardware' section.
