No.

HDMI and RCA share the same Pixel Valve (a hardware unit that is responsible for taking lines of memory and turning them into streaming pixels of the correct colour depth/bit width at the correct rate) thus both cannot be active at once. Unless you're content with just auto-generated test patterns on either HDMI or RCA, of course.

(HDMI ^ RCA) and DPI (on B+/A+/2B) and DSI do not share pixel valves, so in theory you can have those interfaces all active at the same time.

So to have a dual display setup i would need the upcoming DSI display?

Or the Gert VGA666 unit, which takes up (almost) all of the GPIO pins and allows a VGA screen to be connected as well as the HDMI or Composite output.
