When you plug the sd card, is the name of it in lowercase? If so, you have to flash I with an uppercase name.
There are 10 types of people: those who understand binary and those who don't.

Try another sd-card, it seems this one is corrupted.
Or perhaps it was a used card that was not reset/formatted correctly with the official formatter/restore_to_factory_state tool.
use the official sd-card association "format", tool with the full format and resize options.

Are you sure? He is probably talking about the label you can give the card during formatting, did you leave it empty (the normal situation) of did you label it?

(or he meant you write NOOBS as noobs  )

I did use the official format tool but dont have another micro sd card for it

I did use the official format tool
Did you also use full format, and turn on size adjustment, its essential that you do.
I recommend not giving the card a label, most people don't.

what sometimes also helps is to try to format the card in a digital camera.

note that an SD-card isn't similar to say a hard-disk, in that the most important function of a "format" is to reset the micro-controller in the card to a default state (and to set all flash memory bits back to "1").
