IMSI or Stingray?

Im sure you've all heard of the NSA or police force tool that lets you intercept calls, get cellphone information and send out mass texts to anybody near by. I'm working on one but want to know if anyone else has made one. And if so send me in the right direction, cuz i think this is gonna be a douzy. There are a lot of commercial IMSI catchers, costing anywhere from $20,000 to around $140,000, depending on their features and range, but can i get my pi 2 to do it? This is strictly for people entering a restricted zone to text them to turn around and leave. (no illegal purposes intended) and its not illegal to own one for anyone who wants to ask. like i said all i want it to do is automatically inform text anyone in range of its wifi.

actually, im missing alot of both,i think i have everything on the ras pi 2 i need, but i sure am new to the programming......... i assumed nobody was going to help so i ended the post...(in a way)
