They have moved the test goalposts. Every chip manufacturer tests, because yields are not 100% (even for the old 700MHz clock). This testing is usually done before the silicon wafer is cut and packaged. What is new, is that the higher test clock does not lead to an unacceptably low yield (AIUI information on yields at 1Ghz test clock was previously unavailable). I doubt that they "selectively bin" (that is, test at two different clock rates, and keep the devices that only pass at a lower clock for the A+/B+) -- if that were done, the better devices might get an "A" suffix on the part number. I guess that all recent packaged devices have passed the test at 1GHZ (or such higher speed as is used to give a margin for error).
