Yes. And if you update / dist-upgrade it in your B+ first it should boot the Pi2B without problems.

Should just work. As long as you're right up to date with sudo apt-get update && sudo apt-get dist-upgrade

But you can't seem to go vice versa - new install of 2015-01-31 raspbian to a 16GB card, would fail booting at around cgroups when moved from an PI2 to an A+ (was configuring wifi) I don't think I changed either gpu memory split or overclock settings.

Any ideas?

That should work too. What exactly do you call 'fail booting'?

The RPi2B uses /boot/kernel7.img and /lib/modules/3.18.5+-v7
The A+ uses /boot/kernel.img and /lib/modules/3.18.5+

Those are the only pieces that differ between the two.

My RPi2B booted from a card that I'd not used since April 2014 when I replaced those parts (using another RPiB). I'm 99.99% sure that would work if I shut it down and try it in my A+.
