for the last decade or so I used the professional services of http://www.eurocircuits.com .

only for hobby services where simple (2 layer <10 x 10 cm) PCB's can be had in small numbers at a minimal cost I would consider anything else!

Are there any cheap manufacturers and assemblers that can do a 4-layer board at a sub-£30 price? The board is the size of an SD card. Any suggestions?

Have you heard about http://www.rushpcb.co.uk ? My friends use there service and they are affordable and quick turn pcb manutacturer. They offer small to large volume manufacture of 2 to 32 layer PCBs from long established UK manufacturing facility.

I’ll be using a PCB manufacturing service called EasyEDA to manufacture. It’s a lot easier (and cheaper) to design your PCB and order it directly from https://easyeda.com.
EasyEDA is one stop design shop for your electronics projects, which offers schematic capture, spice simulation, PCB design for free and also offers high quality but low price Customized PCB service. 
Once your project is finished on EasyEDA,  you can order your PCBs right from the same interface at a competitive price, which could be very helpful for beginners who don’t know where to send the design files to fabricate PCBs. But you are not obliged to order PCBs from them and it allows you to download your project and Gerber files for fabricating PCBs from your place of choice.
