Did the pi work before you connected the camera?

3) what voltage measured TP1 TP2 ?
4) what happens when you remove the camera ?

yes it worked before and i cant measure the voltage , when I disconnect the camera, the act blinks irregularly as if it had loaded successfully. But no video but sd card looks ok as in it will read it will write pi looks ok no visible damage

I wonder what a good video SD card would even look like.

Have you tried reflashing the SD card?

Maybe it got corrupted after being short on power due to weak PSU and extra draw from the camera.

if you are using a HDMI screen can you add
hdmi_force_hotplug=1
to /boot/config.txt
also try with
the latest raspbian [not noobs]

I wouldn't expect the camera to break a Raspi, even if plugged in the wrong way round.

Remove the camera. Reflash the SD card, remove all USB peripherals. Turn on. What do the LED's do? (number flashes etc).

I see you cannot measure the voltages, so perhaps try a different power supply or USB power cable.
