I've had a look at all of the stuff I've downloaded and there's nothing smaller than an old unsupportable Debian6 image @ 0.43GB (GZipped).
It's not hard to download Raspbian, strip out of stuff you don't want to run then back that up as a GZipped *.img file.
The underlying assumption from The Raspberry Pi Foundation is that they want to produce a one size fits all image so they're not constantly chasing their tails fighting errors in multiple versions. It's got to be a hard enough job supporting Raspbian, Pidora, ArchLinux, RiscOS, OpenELEC and NOOBS. Let alone having a graphics/non graphics version of each of those.
Also if they did produce a non-graphics version that would generate more dissatisfaction from users when the novice users downloaded the wrong copy and failed to understand why the graphics wouldn't work. Hence the thrust to get everyone to start with NOOBS/Raspbian (for general users) or NOOBS/OpenELEC (for media centre users) and only move to the other downloads when they've gained some skill (or are already advanced users).
