Actually I'm looking at using this chip from Maxim to build my own circuit. It's for charging NiMH or NiCD batteries. There's also (more expensive) chips that let you do Li-Ion cells if you want to go that route

You could use something like that for the touch interface. Also, the fancy clipboards that have space for a notebook inside would make a great case.
The hardest part will be finding the right screen. Usb only screens can be fairly high latency and expensive, and it might be kind of difficult to find a separate screen that is compatible without extra chips.

I've got couple of ideas, well in portable devices biggest concern is battery life. If I look in my android phone biggest power consumer is LCD backlit. Well if we use something like http://www.pixelqi.com/, power consumption would decrease.

we're going in circles on a certain number of topics, this one in particular. Re-hashing the same answers endlessly is a bit tiring, especially because the issue is getting worse.
