PiStore was created for Raspbian as a Desktop App by IndieCity, though you can access through a web browser: http://store.indiecity.com
I will always assume you are running Raspbian for desktop and Raspbmc for XMBC !

Did you know there is a special forum where lots of Pistore questions are answered, with very helpful stickie threads at the top?

If you want to write a Pistore application, I think it can be any language you choose that is native to the Raspberry Pi.
