VLC version 3.0.8 included in Raspbian Buster with has been tweaked to work with the Raspberry Pi Hardware.

Version 4 is not even in Debian Buster Testing, so your only option is to build from Source Code, post back on your success:

So vlc 4.0 is not hardware accelerated too?

It may be compiled with support for MMAL or OMX, but it will miss all HW acceleration inside windows, as this has been added by RPT.

RTP means Real-time Transport Protocol ?
Is it possible to use vlc outside the windows to have hardware acceleration?
